Sort through your pea gravel and fill a pot with the smallest pieces that you find. You can see from the photo that I didn't find tiny pieces in my sort. Spread a layer of this pea gravel on the surface of the dish garden. Make sure that no soil is showing when you finish. This layer will help prevent the soil from washing away when you water the plants. It also mimics the natural habitat where some cacti grow; Don't believe me? Check this out!
